The Pokémon Franchise made its debut in 1996; since then, it has introduced around one thousand Pokémon. These powerful Pokémon play a huge role in the world of Pokémon, and some of these Legendary beasts are powerful enough to shape the world.

Today we will look at 10 of the best legendaries ever introduced and find out which is the strongest Pokémon in the Universe.

Criteria for Ranking the Strongest Legendary Pokemon

It is a well-known fact that power creep and canon inconsistencies exist in the world of Pokémon. Thus, our list of the 10 best legendary Pokémon will focus on their feats and lore entries rather than just raw stats. For example, some Pokémon on this list may have weak stats, but their known abilities are strong enough to alter space and time. Regardless of their feasibility in the competitive scene, every legendary Pokémon in this list deserves the status of being called legendary.

Top 10 Best Legendary Pokemon

So, without further ado, let’s get into our list of the top ten canonically strongest Pokémon.

10. Ho-Oh and Lugia

Dr. Lava on Twitter: "Just had a magazine translated where Masuda says: "When Ho-oh & Lugia first appeared on Game Boy, they had time-related abilities, and they were the Pokemon of day

For the first Pokemon on our list, we have Ho-Oh and Lugia. Both these Pokémon made their first appearances in Pokémon Gold and Pokémon Silver, where they served as the mascot for both games in the Hoenn region.

Ho-Oh

Ho-Oh is a powerful Fire Pokémon that resembles a Pheonix. Ho-Oh is responsible for creating the three legendary beasts from Gen 2: Entei, Raikou, and Suicune. Ho-Oh’s flames burn eternal; it can resurrect Pokémon and grant whoever sees its eternal happiness.

Lugia

Another fan favorite and the legendary counterpart to Ho-Oh, Lugia is the master of the legendary bird trio of Articuno, Zapdos, and Moltres. It controls the legendary birds and has powerful destructive capabilities, where even a flap from its massive wings can demolish entire houses.

A clash between these two is fierce enough to wreak havoc over whole regions.

9. Regigigas

Most people consider Regigigas a very weak competitive Pokémon due to its low special attack and defensive stats. However, its feats and role in the Pokémon world solidify it as one of the most powerful legendary Pokémon of all time.

Regigigas responsible for creating the 5 Regi-type legendary Titans, which were so powerful they had to be sealed away by humanity. It is also responsible for pulling the continents of the Pokémon world into place.

8. Kyurem

12 Zekrom, Kyurem, and Reshiram

Introduced in the Unova region in Pokémon Black and Pokémon White, Kyurem is the master of the Dragon Trio. Kyurem is an Ice/Dragon that can absorb either Reshiram or Zekrom and become even more powerful. On its own, Kyurem can freeze entire cities with ease, but that’s only the start of its potential.

It is said to be the hollow vessel of the original Dragon and possesses the powers of all Dragon types. Kyurem and Reshiram are historically responsible for destroying entire kingdoms in their battles, and Kyurem’s capabilities surpass both combined.

7. Mewtwo

Mewtwo is the first legendary introduced in the franchise on the original game boy and is iconic enough to be added to Super Smash Bros.

This Psychic-type Pokémon is a genetically altered version of Mew. Team Rocket greatly enhanced his combat capabilities, turning him into an unrivaled battle machine. He’s made even cooler since the first game gives him to you only after beating one of the most challenging dungeons.

Its powers include but are not limited to Telekinesis, Teleportation, Telepathy, Psychic blasts, and the ability to Mega Evolve. Its Mega Evolutions boast one of the highest base speed stat in the games.

Mewtwo would be much higher on this list if not for the dimension-altering beings introduced later in the Pokémon universe. Regardless, it’s one of the coolest legendary Pokémon ever.

6. Primal Groudon and Kyogre

These 2 Pokémon are part of the Weather Trio. They can be considered mortal enemies, with their roles directly clashing with one another, and the only one able to calm them is Rayquaza.

Kyogre

Kyogre is a Water-type Pokémon that resembles a whale and is considered responsible for creating the oceans. It can launch and control massive tsunamis and plunge the entire world into a never-ending rain if it wants to.

Groudon

It is a Ground-type Pokémon that sleeps inside volcanoes and is considered responsible for creating and expanding all land in the Pokémon world. Groudon can control the planet’s atmosphere, causing volcanic eruptions, raising land, and evaporating the very oceans. Groudon is even able to control the intensity of the sun itself.

A clash between these two legendary ‘mons would send the entire world into peril.

5. Rayquaza

Found normally residing with the ozone layer, Rayquaza is known as the Guardian of the Skies and defends the earth from all sorts of dangers. Notably, he is the master of the Weather Trio, featuring the immensely powerful Groudon and Kyogre.

Rayquaza can go toe-to-toe with extraterrestrial threats like Deoxys and even protects the earth from meteor showers. Unlike most other Pokémon, Rayquaza can even change his form and perform a Mega Evolution, which makes him exponentially more powerful.

4. Zygarde

Pokemon Explained on Twitter: "Which is your favourite Zygarde form? #Pokemon https://t.co/OsDyPXdHrG" / Twitter

Zygarde is considered the Guardian of the Land, who keeps a check over the Dark-type Yveltal and Fairy-type Pokémon Xerneas in the Kalos region.

It is an interesting legendary Pokémon because it needs to gather all its cores to reach its full potential. It has three other legendary forms, with 10%, 50%, and 100% of its cores assembled.

In its 100% Complete Forme, it possesses a power that surpasses both Yveltal and Xerneas, two Pokémon who can control the concepts of life and death and lay ruin to entire regions.

Zygarde, in tandem with Rayquaza, keeps the earth’s ecosystem safe from harmful imbalances.

3. Eternatus/Necrozma

Eternatus di Dandel - Pokémon Central Wiki

These otherworldly creatures were introduced in the Galar region and Alola regions, and they possess almost infinite energy in their final forms.

They also boast the highest base stats in the franchise, with potent attack and special attack stats.

Eternatus

Eternatus’s Eternamax form is the biggest legendary and can generate a storm that bends space and time around itself. It’s so powerful that it can stop other Pokemon from using their abilities.

Eternatus is powerful enough to cause the phenomenon of Dynamaxing and can even force this evolution on other Pokemon.

Given the right circumstances, this Pokemon can turn into a threat that could destroy the world with its unstable energy output and rampant Dynamaxing.

Necrozma

This creature can absorb light and make all light bend to its will. It can even absorb the powerful legendaries Solgaleo and Lunala as it tries to complete its damaged form composed of light. Necrozma is a threat capable of burning the entire world with its absorbed light energy.

With Dusk Mane Nekrozma’s very high attack stat of 167 and an equally impressive special attack stat, it is one legendary you don’t want to mess with.

2. The Creation Trio(Palkia, Dialga and Giratina)

If we’re being honest, members of this legendary trio deserve their own spots on the list due to their nature of being based on the concepts that govern the universe itself. Introduced in Pokémon Diamond and Pearl, these three represent the peak of existence in Pokémon. They control time, space, and even anti-matter.

Dialga

It is a Steel/Dragon-type Pokémon that controls the concept of time and can manipulate time freely. When in danger, Dialga can travel back and forth through time to avoid any damage and catch its enemies off guard. Its signature move, “Roar of Time” can be heard even in the Distortion World where Giratina resides.

Palkia

It is a Water/Dragon-type that controls the concept of space and can travel freely across all dimensions. Palkia is responsible for the existence of the very skies and all dimensions and can manipulate the position of matter across all space, moving entire regions and creating new dimensions.

Giratina

It is a Ghost/Dragon-type and the master of Anti-Matter. Giratina exists as an antithesis to Arceus himself and is the master of the mirror dimension.

Giratina was banished for its violence to the Distortion world by Arceus to learn how to control its rage.

Giratina is more powerful than Dialga and Palkia and the being closest to Arceus in terms of power, which you can see in its powerful 680 base stat total.

A clash between these Pokémon can destroy the entire Universe with almost no way to match their mythical powers.

Honourable Mentions

Before we get to the first place on our list, we’d like to make a few honorable mentions to some relevant and powerful Pokémon.

Darkrai

Pokémon Go Darkrai raid guide: counters and best movesets - Polygon

It is a Dark-type known for causing nightmares and hallucinations in its targets. In the Pokémon Movie: Rise of Darkrai, we see Darkrai go head-to-head with Palkia and Dialga.

In some other franchises, such as Pokémon Mystery Dungeon, it can travel through time and almost succeeds in shrouding the entire world in its nightmares, making it one of the strongest of all time.

Mew

Veja quais são as habilidades de Mew em Pokémon UNITE - Pichau Arena

Originally considered the mascot of Pokémon, Mew, despite his playful nature, has combat capabilities similar to Pokémon like Mewtwo.

Additionally, this mythical Pokémon can mimic the form of any Pokémon and learn and use any HM or TM, allowing it to use all special moves. It is also considered the ancestor of all non-legendary Pokémon.

1. Arceus

Leyendas Pokémon Arceus contaría con el repartir experiencia visto en anteriores entregas y ya hay división entre los fans | Hobbyconsolas

Naturally, the title of the strongest mythical Pokémon and holder of the first place on our list belongs to Arceus himself. He is the first Pokémon and the creator of everything in the Pokémon universe. This rightfully nets him the title of the strongest legendary Pokémon, with his control over every aspect of creation. Theoretically, it has resistance to every type of damage.

He is even responsible for creating concepts such as knowledge, emotion, and willpower and can be considered almost Omnipotent in the Pokémon universe.

That concludes our list of the ten best legendary Pokémon of all time. Let us know what you think about it and what you’d like to see added to the list. Check out our website for more interesting tier lists and content!
